Carnahan clarifies ID requirements for Missouri - Missouri Secretary ...

No change in acceptable identification from previous elections

- Secretary of State Robin Carnahan today is reminding Missouri voters about the various types of identification they may use to cast a ballot on Election Day.

Recent debates in Missouri and around the country about new laws requiring voters to present specific forms of government-issued photo IDs in order to vote have created confusion for many Missouri voters.

To clarify the requirements for voters and those helping out at the polls, Secretary Carnahan?s office is offering a new online voter identification education kit available at www.GoVoteMissouri.com.

?It?s critical that all Missouri voters know what they need to cast a ballot on November 6,? said Carnahan. ?In Missouri, ID requirements have not changed from prior elections; voters can bring one of several acceptable forms of identification to the polls such as a voter ID card, a Missouri student ID, a driver license or a current utility bill or bank statement with the voter?s name and address on it.?

Carnahan encourages voters to visit www.GoVoteMissouri.com for a complete list of acceptable identification plus examples. Registered voters need only to present one of several acceptable forms of identification to receive a ballot at the polls. Under Missouri law, acceptable voter identification includes:

  • Identification issued by the state of Missouri, an agency of the state, or a local election authority of the state (including a Missouri driver license or a voter identification card)
  • Identification issued by the United States government or agency thereof (including a U.S. passport)
  • Identification issued by an institution of higher education, including a university, college, vocational and technical school, located within the state of Missouri
  • A copy of a current utility bill, bank statement, paycheck, government check or other government document that contains the name and address of the voter
  • Driver license or state identification card issued by another state

Additionally, if a voter does not possess any of these forms of identification, he or she may still cast a ballot if two supervising election judges, one from each major political party, attest in writing they personally know the individual.

Voters can also verify their registration, download a sample ballot and find their polling places at www.GoVoteMissouri.com.

The Reference Frame: Climate hysteria in presidential debates RIP ...

In the hot summer of 1988, James Hansen gave his notorious and by now perfectly discredited testimony in front of the U.S. Congress in which he has predicted approximately 1 ?C of warming for the following 25 years. It was an election year in America and the the first one in which the "climate will dangerously change" meme has made it to the presidential debates.

As this video reminds us, the topic was discussed by the candidates in 1988 (especially the VP candidates; thanks, Gene!), 1992, 1996, 2000, 2004, and 2008. Six times. That's it. Thank God. The accumulating years of experience showing that a panic is unjustifiable, the public's growing knowledge of the climate science, the 2009 ClimateGate, and the natural aging process have teamed up to guarantee that the climate panic hasn't been mentioned once in the 2012 presidential debates:

Well, of course, I am talking about the debates between the two candidates who have a material chance to win the presidency in two weeks.

Jill Stein, the Green Party candidate, is still promoting the climate hysteria. She has reclassified Barack Obama as a climate denier ? welcome to the club, Barack ? which actually means that she has reclassified her own climate alarmist movement as an extremist movement, next to the Nazis and communists, that has nothing to do with mainstream U.S. politics anymore.

I think that the "soft landing" is a natural form of slow death for this opportunistic, frequently mutating disease of the mankind. The candidates don't really know whether it would help them to mention the topic in one way or another so they prefer to keep it safe and say nothing about the topic. In 2016, once this hysteria cools down a little bit more, the candidates may already possess the hindsight that some of us have had for decades ? and they will build upon the wiser atmosphere in the society ? needed to openly admit that this whole hysteria will have been (and already has been) a completely irrational mass hysteria that the world economy has paid a trillion of dollars for (but it could have been much much worse).

Barack Obama gets something like C? from the climate activists. So you may imagine they are split into various groups that disagree whether or not a candidate with such bad grades deserves to be actively supported against a candidate who may be getting a D from them now ? but who has actually gotten an A from Al Gore just 17 months ago, an "achievement" that Obama may have never achieved.

At the same moment when the climate insanity dropped from the top U.S. presidential politics, some journalists and activists claim that a majority of Americans ? perhaps up to 70 percent ? endorse the talking points defining the global warming doctrine. The only problem with this claim is that the study backing it wasn't prepared by a credible polling agency but rather by the hired guns at Yale's Department for Climate Hysteria and General Environmentalist Propaganda ? the "faculty" at that place includes people like porn writer and train dispatcher Rajendra Pachauri and others. So you may be pretty sure that this "study" has nothing to do with the reality and the candidates know it very well.

We're not there yet but once mainstream America becomes really detoxified of this global warming junk, we in Europe and elsewhere will be looking at the other side of the ocean with hopes that our U.S. friends will kindly help us to detoxify our top-tier political systems, too (especially the EU-level layer in our case of the old continent) ? in a similar way as they did in 1944-1945 but perhaps with much smaller casualties. ;-)

P.S.: Meanwhile, Czech president and global warming skeptic Klaus is as environmentally friendly ? when it comes to walking the walk or, more precisely, biking the bike ? as you can get. In China, he appeared on billboards promoting electricity-powered bikes. He didn't get any royalties; in fact, it was a surprise for him he's been used. ;-)

NEW YORK (AP) ? U.S. oil output is surging so fast that the United States could soon overtake Saudi Arabia as the world's biggest producer.

Driven by high prices and new drilling methods, U.S. production of crude and other liquid hydrocarbons is on track to rise 7 percent this year to an average of 10.9 million barrels per day. This will be the fourth straight year of crude increases and the biggest single-year gain since 1951.

The boom has surprised even the experts.

"Five years ago, if I or anyone had predicted today's production growth, people would have thought we were crazy," says Jim Burkhard, head of oil markets research at IHS CERA, an energy consulting firm.

The Energy Department forecasts that U.S. production of crude and other liquid hydrocarbons, which includes biofuels, will average 11.4 million barrels per day next year. That would be a record for the U.S. and just below Saudi Arabia's output of 11.6 million barrels. Citibank forecasts U.S. production could reach 13 million to 15 million barrels per day by 2020, helping to make North America "the new Middle East."

The last year the U.S. was the world's largest producer was 2002, after the Saudis drastically cut production because of low oil prices in the aftermath of 9/11. Since then, the Saudis and the Russians have been the world leaders.

The United States will still need to import lots of oil in the years ahead. Americans use 18.7 million barrels per day. But thanks to the growth in domestic production and the improving fuel efficiency of the nation's cars and trucks, imports could fall by half by the end of the decade.

The increase in production hasn't translated to cheaper gasoline at the pump, and prices are expected to stay relatively high for the next few years because of growing demand for oil in developing nations and political instability in the Middle East and North Africa.

Still, producing more oil domestically, and importing less, gives the economy a significant boost.

The companies profiting range from independent drillers to large international oil companies such as Royal Dutch Shell, which increasingly see the U.S. as one of the most promising places to drill. ExxonMobil agreed last month to spend $1.6 billion to increase its U.S. oil holdings.

Increased drilling is driving economic growth in states such as North Dakota, Oklahoma, Wyoming, Montana and Texas, all of which have unemployment rates far below the national average of 7.8 percent. North Dakota is at 3 percent; Oklahoma, 5.2.

Businesses that serve the oil industry, such as steel companies that supply drilling pipe and railroads that transport oil, aren't the only ones benefiting. Homebuilders, auto dealers and retailers in energy-producing states are also getting a lift.

IHS says the oil and gas drilling boom, which already supports 1.7 million jobs, will lead to the creation of 1.3 million jobs across the U.S. economy by the end of the decade.

"It's the most important change to the economy since the advent of personal computers pushed up productivity in the 1990s," says economist Philip Verleger, a visiting fellow at the Peterson Institute of International Economics.

The major factor driving domestic production higher is a newfound ability to squeeze oil out of rock once thought too difficult and expensive to tap. Drillers have learned to drill horizontally into long, thin seams of shale and other rock that holds oil, instead of searching for rare underground pools of hydrocarbons that have accumulated over millions of years.

To free the oil and gas from the rock, drillers crack it open by pumping water, sand and chemicals into the ground at high pressure, a process is known as hydraulic fracturing, or "fracking."

While expanded use of the method has unlocked enormous reserves of oil and gas, it has also raised concerns that contaminated water produced in the process could leak into drinking water.

The surge in oil production has other roots, as well:

? A long period of high oil prices has given drillers the cash and the motivation to spend the large sums required to develop new techniques and search new places for oil. Over the past decade, oil has averaged $69 a barrel. During the previous decade, it averaged $21.

? Production in the Gulf of Mexico, which slowed after BP's 2010 well disaster and oil spill, has begun to climb again. Huge recent finds there are expected to help growth continue.

? A natural gas glut forced drillers to dramatically slow natural gas exploration beginning about a year ago. Drillers suddenly had plenty of equipment and workers to shift to oil.

The most prolific of the new shale formations are in North Dakota and Texas. Activity is also rising in Oklahoma, Colorado, Ohio and other states.

Production from shale formations is expected to grow from 1.6 million barrels per day this year to 4.2 million barrels per day by 2020, according to Wood Mackenzie, an energy consulting firm. That means these new formations will yield more oil by 2020 than major oil suppliers such as Iran and Canada produce today.

U.S. oil and liquids production reached a peak of 11.2 million barrels per day in 1985, when Alaskan fields were producing enormous amounts of crude, then began a long decline. From 1986 through 2008, crude production fell every year but one, dropping by 44 percent over that period. The United States imported nearly 60 percent of the oil it burned in 2006.

By the end of this year, U.S. crude output will be at its highest level since 1998 and oil imports will be lower than at any time since 1992, at 41 percent of consumption.

"It's a stunning turnaround," Burkhard says.

Whether the U.S. supplants Saudi Arabia as the world's biggest producer will depend on the price of oil and Saudi production in the years ahead. Saudi Arabia sits on the world's largest reserves of oil, and it raises and lowers production to try to keep oil prices steady. Saudi output is expected to remain about flat between now and 2017, according to the International Energy Agency.

But Saudi oil is cheap to tap, while the methods needed to tap U.S. oil are very expensive. If the price of oil falls below $75 per barrel, drillers in the U.S. will almost certainly begin to cut back.

The International Energy Agency forecasts that global oil prices, which have averaged $107 per barrel this year, will slip to an average of $89 over the next five years ? not a big enough drop to lead companies to cut back on exploration deeply.

Nor are they expected to fall enough to bring back the days of cheap gasoline. Still, more of the money that Americans spend at filling stations will flow to domestic drillers, which are then more likely to buy equipment here and hire more U.S. workers.

"Drivers will have to pay high prices, sure, but at least they'll have a job," Verleger says.

The roots of this congregation can be traced to 1809, when a house of worship was constructed to serve the needs of the many residents of this area who were members of the Methodist Episcopal Church. First known as Elzey Moore?s Meeting House, the name of the church was formally changed to Wesley Chapel in 1825. Following the closing of Wesley in 1852, members of the congregation who resided in the vicinity of the seafaring village of Lewisville conducted services in area homes. In 1855 they constructed a church at this location on land purchased from Bayard Moore. The church became known as Sailor?s Bethel Methodist Episcopal Church. In 1880 the name of Lewisville was formally changed to Bethel, reflecting the importance of this community institution. The present church was built in 1884, and its name was subsequently abbreviated to Bethel M.E. Church. With the discontinuation of services at St. John?s Methodist Protestant Church in 1902, many of its members joined the Bethel congregation. Their former church was obtained and converted for use as the Community Hall. This site was added to the National Register of Historic Places in 1975. In 2004 the members of the church elected to reclaim the historical name of Sailor?s Bethel Church.

Jellyfish deliberately used the familiar melodic and harmonic conventions of yesteryear as a nostalgic vehicle for expressive musicianship. That band cratered under the weight of its own talent, but a few years later, keyboardist Roger Joseph Manning Jr. and touring guitarist Eric Dover reconvened under the name Imperial Drag.

Although this project was stylistically different from Jellyfish, it operated under a similarly constructed identity. How alleged 'arsenic munching' bacteria survives in toxic Calif. lake

The bacteria, a member of the genus Halomonadaceae, live in California's Mono Lake, amidst concentrations of arsenic that would kill most other life forms.

Bacteria that became famous for their alleged "arsenic-munching" ability, a phenomenon later proved unlikely, may have evolved to sport proteins that filter out the toxic element, new research suggests.

The bacteria, called GFAJ-1, a member of the genus Halomonadaceae, live in California's Mono Lake, amidst concentrations of arsenic that would kill most other life forms. During a 2010 NASA news conference, Felisa Wolfe-Simon, then of NASA's Astrobiology Institute, announced?GFAJ-1 was incorporating arsenate?(a form of arsenic) into its DNA in place of phosphate (a compound commonly used by life).

Though the announcement was?met with plenty of skepticism, one argument behind the swap was the fact that arsenate and phosphate are chemically similar, as both are atoms bonded with four oxygen atoms.

Now, at the Weizmann Institute of Science in Israel, a team led by Dan Tawfik and Mikael Elias found GFAJ-1 is equipped with a "filtering" mechanism that single cells are known to use for keeping out toxic arsenate. [Extreme Life on Earth: 8 Bizarre Creatures]

Blocking out arsenate

They found these proteins in GFAJ-1 are very specific ? they don't bind easily to arsenate at all, despite the similarity to phosphate. The reason? An arsenate ion has a slightly different shape than a phosphate ion. At the point where phosphate binds to the protein, the angle between the oxygen atom, a hydrogen atom and the protein is 179.1 degrees. The strength of the bond would be strongest if it were 180 degrees.

Meanwhile, an arsenate ion binds with an angle of 162 degrees, making a much weaker link. It isn't just the single bond, though, that makes the difference; there is more than one such hydrogen bond that links the phosphate to the protein. "Just one bond wouldn't be enough," Elias said.

When GFAJ-1 needs nutrients, it sends the protein out between its inner and outer membrane (called the periplasm). The protein picks up phosphate and delivers it to the inside of the cell. It doesn't link to arsenate as strongly, so it is much less likely to bring it in.

The selectivity is so good that the protein can be exposed to arsenate levels 3,000 times those in Mono Lake without binding to much of it at all, the researchers said. [Stunning Images of Mono Lake]

Refuting arsenic life

The findings, published in the Oct. 4 issue of Science, come after two other papers, published in July, called Wolfe-Simon's work into question.

One paper, from a team led by Marshall Reaves at Princeton and Rosie Redfield at the University of British Columbia, attempted to duplicate Wolfe-Simon's finding that?GFAJ-1 had arsenate in its DNA; they found none. The second study, a team led by Tobias Erb of the Swiss Federal Institute of Technology found that GFAJ-1 could grow on very small amounts of phosphorus ? smaller than those found by Wolfe-Simon's team.

All known life forms use six basic elements: hydrogen, carbon, nitrogen, oxygen, phosphorus and sulfur. A?new life formthat could use arsenic in place of phosphorus would be a major finding.

Reaves said the Weizmann institute paper isn't a complete?refutation of Wolfe-Simon's work, as it doesn't directly address the question of whether any life form can incorporate arsenic into its DNA. But it does show how GFAJ-1 might be so arsenate-tolerant, even though it doesn't have a typical set of arsenate-resistance genes. "GFAJ-1, living in abundant arsenate, evolved the commonplace [phosphorus binding proteins] present in other microbes towards ones with dramatically higher specificity," Reaves wrote in an email.

Elias said he hopes future research will reveal how such resistance evolved. Humans and other multi-cellular creatures don't show the genes that produce these proteins, probably because we get phosphates from our food, rather than directly absorbing them from our environment. But among bacteria there are many versions of these genes.

It was, in fact, Wolfe-Simon's work that inspired the experiments in the first place, though Elias had been studying the proteins already. "We saw that and my supervisor [Tawfik] and I said 'that can't be right,'" he said. They were pretty sure that bacteria couldn't use arsenic in their DNA the way Wolfe-Simon seemed to suggest. But coming up with a "filtering" mechanism proved harder to do.

There were three possibilities: either Wolfe-Simon was right, in which case she had found a life form that could operate with a?biochemistry unlike anything on Earth; there was some mechanism for expelling arsenate from the cell, or there was some way for the cell to block out the arsenate altogether.

For her part, Wolfe-Simon, via email, said the new research, "represents the kind of careful and interesting studies that aid the community. They have helped us understand molecular level discrimination between arsenate and phosphate in GFAJ-1 and other microbes." She added that her own work spoke to the presence of arsenate in the cells, and that "questions are as to how and where."

Alaska Airlines computer connection restored

Updated at 4:39 p.m. ET:?Alaska Airlines has fixed the computer problem that delayed flights Monday across its 64-airport network on the West Coast and in Mexico and Canada, and operations slowly were returning to normal.

The problem was caused by a severed fiber optic line that cut the Seattle-based airline's connection to its ticketing system at 7:40 a.m. PT.

Lines of frustrated passengers grew at the airline's hub in Seattle-Tacoma International Airport and at other airports as the company was unable to put passengers on planes, except by handwritten paperwork.

Alaska Airlines said the data connection was restored before 1 p.m. but passengers could still expect some delays as the system adjusted.

The problem was caused by a combination of two fiber optic cuts in the Sprint system. One occurred at a construction site along railroad tracks between Chicago and Milwaukee and the other was somewhere between Portland and Seattle, said Sprint spokeswoman Crystal Davis in Reston, Va.

"Typically if there's just one cut traffic reroutes automatically," Davis said. "Because there were two cuts with hours of each other, it caused this disruption."

The airline told waiting passengers at Sea-Tac they could rebook later at no charge.

About half the flights at Sea-Tac are Alaska Airlines or its sister airline, Horizon Air.

No other airlines or any airplanes at Sea-Tac were affected by the problem, airport spokesman Perry Cooper said. But lines were out the door in the Alaska Airlines part of the terminal.

Seattle-based Alaska Airlines is the seventh-largest U.S. airline based on passenger traffic and is the dominant U.S. West Coast air carrier. It has an average of 436 flights a day at 64 destinations.

Amtrak ridership hits record high amid GOP attacks

(AP) ? Amtrak trains carried 31.2 million passengers in the fiscal year ending in September, the highest annual ridership since the railroad was formed in 1971, the nation's intercity passenger railroad said Wednesday.

Ridership grew 3.5 percent over the past 12 months compared with the previous budget year, and ticket revenue jumped 6.8 percent to a best-ever $2.02 billion, Amtrak said. Ridership has increased every year but one over the past decade, and is up almost 50 percent from 2000.

"People are riding Amtrak trains in record numbers across the country because there is an undeniable demand to travel by rail," Amtrak President and CEO Joe Boardman said in a statement. "Ridership will continue to grow because of key investments made by Amtrak and our federal and state partners to improve on-time performance, reliability, capacity and train speeds."

At the same time ridership has been increasing, Republicans have stepped up their campaign to end federal subsidies to Amtrak. Rep. John Mica, R-Fla., chairman of the House Transportation and Infrastructure Committee, has accused Amtrak of "Soviet-style" inefficiency and held several hearings devoted to criticism of the railroad.

The GOP platform adopted at the Republican National Convention in August calls for "the federal government to get out of way and allow private ventures to provide passenger service" in the lucrative northeast corridor between Washington and Boston ? the heart of Amtrak's operations.

Critics have complained that the railroad's trains are slow compared to high-speed passenger trains in Europe and Asia. Last month, Amtrak began testing trains in the Northeast capable of reach speeds as high as 165 mph.

A new round of news articles has emerged concerning launch aid to Airbus for the A350. This one is typical. It and others tied the subsidies identified in the long-running WTO case received by Airbus to the proposed merger between Airbus parent EADS and Britain?s BAE Systems.

BAE gets about half its revenue from the US Department of Defense. According to Bloomberg rankings, BAE was DOD?s No. 9 supplier last year (down from #5 in 2009 when the US was still engaged in the Iraq War).

Some say the Airbus WTO issue may cause a problem for the merger with US authorities while others say it shouldn?t. The news that Airbus received $4.5bn in launch aid will add fuel to the fire.

(We wrote a couple of years ago that Airbus had received launch aid?it was revealed in the EADS financial statements. We?re a bit perplexed why the big hubbub now.)

Airbus and the European Union say launch aid per se wasn?t deemed illegal by the WTO and only the terms and conditions providing below market interest rates and other T&C were. Any subsequent launch aid would comply with the WTO ruling.

Boeing and the US Trade Representative say launch aid itself is illegal.

But while some try to connect launch aid to military contracts (see the USAF tanker) and even to this merger, the fact remains that military contracts are completely exempt from WTO rules over subsidies.

    Rose expects to come back better than ever

    DEERFIELD, Ill. (AP) ? Derrick Rose isn't sure he'll be the same player once he returns from his knee surgery.

    He thinks he might be better.

    The superstar point guard's recovery remains the biggest issue hanging over the Chicago Bulls, particularly after they announced a four-year contract extension for coach Tom Thibodeau on Monday. Rose is expected to miss a big chunk of the season after tearing the ACL in his left knee late in a playoff-opening win over the Philadelphia 76ers, an injury that sent the top-seeded Bulls staggering toward a first-round exit.

    "I'm going to be a better player, but who knows in what area?" Rose said at the team's media day session. "My legs have never been this strong before. My upper body has never been this strong before. My core has never been this strong before. I'm just going to see how far this takes me."

    The strides he's made since his surgery are encouraging, but his return date remains up in the air. How soon after that until he's back to his old MVP form remains to be seen, too.

    He and the Bulls aren't revealing any specific timetables, other than they hope to have him back at some point this season. Rose is curious to see what he can do once that time comes.

    "I can't wait to get back on the court to see what I'm going to do," he said. "I don't know how I'm going to play. I don't know what's going to be new about my game. I know it's just going to be exciting for everyone to see."

    General manager Gar Forman said he's never seen a player approach rehab the way Rose has. Even so, he's still a long way from returning, and the Bulls are going to take a cautious approach.

    "Let's not forget, he's got a long way to go," Forman said. "He remains focused, committed to what he's doing. There haven't been any setbacks. That's why we say he's on schedule, but as far as the future is concerned, we're taking this process step by step. Up to this step, he's right where we want him to be."

    Rose realizes he'll have to convince the Bulls, doctors and trainers once he feels he's ready to return. His next big hurdle on the court will come in about two weeks. That's when he'll start making abrupt changes in direction.

    "Cutting is the hardest thing in the world right now to do," he said. "I'm scared of it."

    Getting by without Rose will difficult for the Bulls.

    They were widely viewed as the biggest threat to Miami in the Eastern Conference after capturing the top seed for the second straight year, but that changed once Rose went down. With Joakim Noah spraining his left ankle later in the 76ers series and Luol Deng playing with a torn ligament in his left wrist, the Bulls bowed out early after losing to the Heat in the conference finals the previous year.

    Now, the team has a different look, with its franchise player sidelined and most of the so-called "bench mob" gone. The Bulls brought in veteran Kirk Hinrich for a second stint to run the point with Rose gone and likely move into a backup role once he returns, but for now, outside expectations aren't particularly high.

    "Our goals are going to stay the same, and that's to win a championship," Rose said. "You never know how we're going to play. With basketball, you can have all the greatest players, but you have to play as a team to win. The team that won it last year, Miami, they built that team where they didn't have all the best players. They had players that knew their role. They play hard, did what they had to do to win, and that's what we need to do."

    He said getting Thibodeau locked in for the long term helps. The Bulls had already exercised their option for next season, and the extension runs through 2016-17.

    The Bulls would not reveal the financial terms. Yahoo Sports, citing unidentified league sources, reported the deal includes $17.5 million in base salary with bonuses, potentially pushing the package to $20 million

    "Obviously, I'm glad that we got the contract part done," said Thibodeau, who is 112-36 in two seasons. "I'm looking forward to the challenge ahead. My expectations are always the same. That's for our players to put everything they have into each and every game, to strive for improvement and play our best basketball the second half of the season."

    Notes: Deng said his wrist has improved dramatically and there were several reasons why he opted against surgery, which still remains a possibility. "First thing, I wanted to play in the Olympics (for Great Britain)," he said. "I really wanted to do that. It's something I wanted to experience. I wanted to play with the guys I grew up with, the country that took me in. A lot of things go into it. Before the year was over, my wrist kept getting stronger and better. ... I started focusing on my rehab. It started to get better. That also was part of my decision. I didn't want to get surgery and miss a lot of games. I'm at a time in my career where I want to play every game." ... Forman said he thinks Noah's ankle is fine. ... The Bulls signed free agents Ryan Allen, Vance Cooksey, Andre Emmett, Kyrylo Fesenko and Marko Jaric to round out their training camp roster.
